Amends Minnesota Statutes section 363A.17 to prohibit health plan companies from refusing to sell health plans or selling plans that discriminate in basic terms, conditions, performance, underwriting, price, or coverage limitations based on race, national origin, color, sex, sexual orientation, disability, or health status.

Expands the definition of "business" under discrimination law to explicitly include health plan companies as defined in section 62Q.01, subdivision 4.

Maintains existing prohibitions against discrimination based on surname use and protections for race, national origin, color, sex, sexual orientation, and disability in business transactions, with a legitimate business purpose exception.

Effective August 1, 2017, applying to health plans offered, issued, or renewed on or after that date.

Does not prohibit positive action plans under the amended statute.
