• Requires development of a county-based eligibility determination system for medical assistance and MinnesotaCare that replaces the Minnesota eligibility system and interfaces with federal information technology platforms

• Establishes an information technology steering committee consisting of county commissioners, human services directors, state appointees, and a nonvoting chair from the Office of MN.IT Services to oversee system development and implementation by August 15, 2018

• Directs the Commissioner of Revenue to seek a federal waiver under Section 1332 of the Affordable Care Act by October 1, 2018, to determine eligibility for advanced premium tax credits and cost-sharing reductions while county agencies make final medical assistance and MinnesotaCare eligibility determinations

• Provides legislative oversight of unexpended balances in the state systems account through the Legislative Advisory Commission, which must review and approve proposed expenditures before release of funds

• Repeals existing Minnesota eligibility system statutes and administrative rules governing MNsure, effective upon federal waiver approval
