Creates Minnesota Statutes section 123B.32 as a directory of cross-references to existing statutes that govern school district flexibility and authority for prekindergarten through grade 12 education.

Allows school districts to determine circumstances for recognizing outside rigorous coursework toward graduation standards, award world language proficiency certificates and community service credits, and implement advanced placement and international baccalaureate programs.

Authorizes school districts to establish alternative teacher pay systems, staff and faculty exchange programs, teaching residency programs, teacher mentoring programs, and teacher centers.

Enables school districts to enter into agreements with other districts for administrative efficiency, service cooperatives, technology centers, secondary education instruction, and facility operations, as well as form education districts and family services collaboratives.

Permits school districts to establish early learning programs, career and technical education programs, site-governed schools, full-service community schools, flexible learning year programs, e-learning day plans, community education programs, and alternative learning centers.
