Establishes a 2-year statute of limitations from discovery of injury for actions related to defective or unsafe conditions of real property improvements, with an absolute 10-year cap from substantial completion of construction.

Excludes fraud cases from the 2-year limitation and exempts actions for negligence in maintenance, operation, or inspection of property improvements.

Allows contribution or indemnity actions to be brought within 2 years of accrual regardless of whether it occurred within the 10-year period, but caps all such actions at 14 years from substantial completion.

Specifies that cause of action accrues upon discovery of injury for bodily injury cases, and upon discovery of injury for property damage cases, but no earlier than substantial completion, termination, or abandonment of construction.

Applies to causes of action accruing on or after the day following final enactment and does not apply to manufacturers or suppliers of equipment or machinery installed on real property.
