• Replaces the fixed "two miles" threshold with a new definition of "minimum required pupil transportation distance": one mile for secondary school students and the lesser of five blocks or one-half mile for elementary school students.

• School boards may charge fees for transportation of pupils living within the minimum required pupil transportation distance from school, but must establish guidelines ensuring no pupil is denied transportation solely due to inability to pay.

• School boards cannot charge fees for transportation of pupils living at or beyond the minimum required pupil transportation distance from school.

• Applies the new distance standard consistently across Minnesota Statutes sections 123B.36, 123B.37, and 123B.88 regarding student fees and transportation requirements.

• All amendments are effective July 1, 2018.
