Removes active duty military service as a standalone exemption and relocates it under a new category requiring that a child's parent or guardian be in active duty in any branch of the United States armed forces.

Adds a new exemption allowing children to be excused for up to three days to participate in activities necessary to join any branch of the United States armed forces.

Reorganizes and renumbers existing exemptions including those for health conditions, family emergencies, religious instruction, and completed graduation requirements.

Allows parents to withdraw children from all-day kindergarten programs and enroll them in half-day or alternate-day programs without the child being considered truant, with school boards required to excuse kindergarten children from part of a school day upon parental request.

Effective for the 2018-2019 school year and later.
