Prohibits non-electric vehicles from stopping or parking in designated electric vehicle parking spaces on public or private property, and prohibits obstructing access to these spaces or associated access aisles.

Makes violations of electric vehicle parking restrictions a petty misdemeanor, with penalties applied to vehicle owners or lessees under existing violation procedures.
