School districts must provide free admission to homeless pupils regardless of residency status, with district of residence determined by parent or guardian location unless specific exemptions apply (parental rights terminated, parent outside state, or parent incarcerated).

Serving districts are responsible for transporting homeless students to their district of residence through the end of the academic school year, and upon request, for the following academic year.

School boards must include strategies for improving instruction, curriculum, and continuity of services for homeless and formerly homeless students in their comprehensive strategic plans.

Regional centers of excellence must provide staff development and training opportunities for school district and charter school homeless liaisons and other staff supporting homeless students.

An unspecified amount of general fund money is appropriated for fiscal year 2018 to fully fund transportation services for homeless students.
