Allows property owners to file a statutory form with county recorders to permanently remove restrictive covenants that discriminate based on protected classes (race, color, creed, ethnicity, religion, national origin, sex, marital status, or sexual orientation).

Requires county recorders to accept the discharge form when it has been notarized and contains the legal property description.

Directs the commissioner of commerce to provide electronic copies of the statutory form to the public at no cost.

Establishes that filing the form does not alter the duration or expiration of other covenants, conditions, or restrictions unrelated to protected classes.

Specifies that the discharge form constitutes an affidavit where property owners swear that a discriminatory restrictive covenant existed and is now void under Minnesota Statutes sections 507.18 and 363A.09 and the state and federal constitutions.
