Board of Teaching must create and issue a specialized license, endorsement, or credential for project-based learning instructors designed to foster employer participation in cooperative career and technical education programs and improve educational and career outcomes for all students.

Standards for the specialized credential must be adopted in consultation with career and technical education program providers, teacher preparation program providers focused on project-based learning, and other education and work-related stakeholders.

Candidates for the specialized credential must have sufficient direct practical experience in an occupation that is part of career and technical education or other project-based learning.

Board of Teaching must develop and submit to legislature education committees by February 1, 2019, a proposal for a research-based teacher preparation curriculum focused on knowledge and skills needed to effectively provide and facilitate project-based learning.

Proposal must include recruitment of qualified individuals, culturally responsive preparation with project-based learning assessments, P-20 wraparound services and support, and multiple instruments measuring student learning, teacher performance, and program efficacy.
