Codifies teacher code of ethics into law requiring nondiscriminatory education services, student safety protection, confidentiality compliance, reasonable discipline, no sexual contact with students, and proper licensing.

Requires criminal history background checks for all first-time teacher license applicants and renewal applicants who haven't had a check within five years.

Expands mandatory reporting requirements for school boards to licensing boards when teachers are discharged, resign, or suspended for misconduct; requires licensing boards to report to law enforcement and child welfare agencies.

Expands grounds for automatic teacher license revocation to include convictions or stays of adjudication for various offenses including domestic violence, sex trafficking, child abuse, sexual conduct offenses, and any offense requiring predatory offender registration.

Requires school bus drivers to undergo background checks and prohibits operation by those convicted of disqualifying offenses, DUI-related violations, or fourth moving violations within three years.
