Adds alternative accountability measures under new section 120B.37 for eligible programs including area learning centers, alternative learning programs, and certain charter schools serving at-risk students

Eligible programs may use alternative accountability measure consisting of 30% student achievement and growth on standardized assessments, 40% postsecondary and workforce readiness measures, and 30% student engagement and attendance measures

Expands performance measures required under section 120B.11 to include alternative accountability assessment results where applicable

Updates school performance reporting requirements under section 120B.36 to include alternative accountability measures in annual reports posted by September 1 (or October 1 when reflecting new standards)

Directs commissioner of education to seek federal waiver to replace current federal accountability requirements with alternative measures for eligible programs
