Requires Legislative Coordinating Commission to adopt emergency operations and continuity of government plan by January 30, 2019, with at least three alternate locations for legislative operations and procedures for secure communications and transport.

Requires Supreme Court to adopt emergency operations and continuity of government plan by January 30, 2019, addressing alternate judicial locations, communications, and procedures to preserve constitutional rights during disasters or declared emergencies.

Requires executive council to adopt emergency operations and continuity of government plan by January 30, 2019, for constitutional officers with alternate locations and operational procedures for emergencies.

Repeals outdated attack-specific statutes (sections 3.93-3.96) and establishes that Division of Emergency Management director must provide assistance to all branches in developing required plans.
