Amends Minnesota Statutes 2016, section 120B.022, subdivision 1b to clarify that Latin is recognized as a language other than English and a world language for state bilingual and multilingual seal purposes.

Establishes that students demonstrate Latin proficiency through reading fluency, interpretive reading, and understanding of cultural perspectives, rather than the standard listening, speaking, reading, and writing requirements applied to other languages.

Students must still satisfy eligibility requirements including completion of required English language arts credits and demonstration of mastery of Minnesota's English language proficiency standards to receive a seal.

Students can earn bilingual gold, bilingual platinum, multilingual gold, or multilingual platinum seals based on achieving intermediate high or advanced-low proficiency levels in Latin or other languages.

Effective date is the day following final enactment.
