Grade 10 students not enrolled in public school districts, including those attending nonpublic schools and homeschooled students, are classified as "alternative pupils" and may participate in career or technical education courses offered by Minnesota state colleges or universities.

Alternative pupils in grade 10 must submit a reading assessment as prescribed by the enrolling postsecondary institution before enrolling in their first postsecondary options course.

Students refused enrollment by a Minnesota state college or university may apply to other eligible institutions offering career or technical education courses, with postsecondary institutions required to give priority to their own students.

Alternative pupils in grade 10 who earn a grade of "C" or better in a career or technical education course may enroll in additional postsecondary courses for secondary credit at that institution, subject to limits in subdivision 8.

Career or technical education courses are defined as programs providing coherent, rigorous content aligned with academic standards and relevant technical knowledge needed for further education and careers, including industry-recognized credentials or degrees.

Effective date is July 1, 2018.
