Creates a seven-member Real Estate Appraisal Advisory Board appointed by the commissioner to advise on real estate appraiser licensing, discipline, continuing education, and industry trends.

Requires board membership to include one certified general appraiser, two certified residential appraisers, one appraiser-broker, one appraisal management company representative, one public member, and the commissioner.

Members must be Minnesota residents for the past five years, limited to two full terms, with board meetings held at least quarterly in compliance with open meetings law.

Commissioner must provide quarterly reports to the board listing unapproved appraisal courses and public disciplinary actions against appraisers.

Commissioner shall convene the first board meeting, with subsequent meetings convened per statutory procedures requiring ten days' written notice.
