$9,000,000 is appropriated in fiscal year 2018 from the special revenue fund to the commissioner of management and budget for grants to deputy registrars, with $6,000,000 from the driver services operating account and $3,000,000 from the vehicle services operating account.

Reimbursement to each deputy registrar is calculated by allocating 50 percent of funds based on filing fee transactions from August 1, 2017, through January 31, 2018, and 50 percent based on transactions from July 1, 2014, through June 30, 2017, with proportional allocation compared to all deputy registrars.

For deputy registrars appointed after July 1, 2014, the commissioner must identify corresponding discontinued deputy registrar appointments and include their transaction data in calculations, or use average transaction data if no corresponding discontinued registrar exists.

Deputy registrar offices operated by the state are excluded from calculations and ineligible to receive funds under this section.

The appropriation is a one-time grant available in fiscal years 2018 and 2019, with reimbursements to be made within 30 days of the effective date of June 1, 2018.
