Appropriates $20,000,000 from bond proceeds to the commissioner of transportation for a grant to the Minnesota Valley Regional Rail Authority for railroad track rehabilitation between Winthrop and Hanley Falls.

Grant funds may be used for environmental documentation and remediation, predesign, design, and rehabilitation or replacement of bridges with new bridges or culverts in the project area.

Appropriation is in addition to previous appropriations for this project made under Laws 2006, 2008, 2009, 2010, 2015, and 2017.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $20,000,000 to provide the appropriated funds.

Takes effect the day following final enactment.
