Creates a special education working group to review delivery methods and costs across Minnesota schools and submit recommendations to reduce costs by January 15, 2019.

Working group must analyze special education enrollment trends, identify disparities in student identification, review state and federal laws, and examine the 2013 changes to special education funding formulas.

Membership includes 17 representatives appointed by organizations (parent advocacy groups, school boards, unions, disability organizations) and 7 individuals designated by the commissioner of education by June 1, 2018.

Commissioner of education must convene the first meeting by July 15, 2018, with meetings open to the public; working group must develop a ten-year strategic plan to reduce special education costs and cross-subsidy.

Working group expires January 16, 2019, unless extended by law; legislature is encouraged to establish a legislative study group to review the recommendations and develop its own legislative proposals.
