Replaces the Cuyuna Range Mineland Recreation Area Joint Powers Board representative with Cuyuna Range Economic Development Inc. representative on the advisory council.

Changes the Cuyuna Range Mineland Reclamation Committee designee requirement from someone who worked as a miner to a general member at large appointed by council members.

Adds specific language identifying state senator and state house member positions representing the recreation area as council members.

Renumbers all subsequent council positions to accommodate the addition of the state representative membership position.
