HF 285 Summary

• Appropriates $40,000,000 from state transportation bond proceeds to the city of St. Paul for predesign, design, engineering, and reconstruction of the Kellogg-Third Street bridge aligned with municipal state-aid Street No. 158.

• Funds may be used for bridge components including right-of-way acquisition, piers and abutments, beams, deck, railings, sidewalks, lighting, traffic control, and demolition of the existing bridge.

• Funds may also be used for approach roadway reconstruction including retaining walls, roadway base, bituminous surfacing, sidewalks, lighting, striping, and traffic signals.

• Waives the local match requirement that would otherwise be required under Minnesota Statutes section 174.50, subdivision 5.

• Authorizes the commissioner of management and budget to sell and issue state bonds up to $40,000,000, with bond proceeds and premiums deposited into the state transportation fund bond proceeds account; effective the day following final enactment.
