Requires state agencies to dedicate at least five percent of their annual operating budget for information and telecommunications technology systems and services to cyber security maintenance and enhancement

Directs the commissioner of management and budget, in consultation with the state chief information officer, to establish budget guidelines for cyber security recommendations

Mandates separate recommendations for cyber security expenditures as part of the detailed operating budget, including projects for the next biennium and planning estimates for an additional two bienniums

Makes the chief information officer responsible for overall security of state agency networks connected to the Internet, while individual department and agency heads are responsible for security of their own data within established enterprise policy guidelines

Takes effect July 1, 2018, and applies to expenditures in fiscal years beginning on or after that date
