Establishes Minnesota Statutes chapter 192.552 defining state-sponsored life insurance program as the life insurance program exclusively offered to Minnesota National Guard members through the National Guard Association of Minnesota under Public Law 93-289.

Designates the adjutant general as the official sponsor of the Minnesota National Guard state-sponsored life insurance program.

Requires the adjutant general to allow, facilitate, and coordinate availability of the life insurance program to all National Guard members and provide opportunities for members to purchase program products.

Authorizes state-sponsored life insurance program representatives to conduct briefings during annual training and drill weekends to educate members about their benefits.

Allows National Guard members to change or designate beneficiaries and permits the adjutant general to coordinate requested allotments with the United States Property and Fiscal Office for program administration.
