Amends Minnesota Statutes section 103H.275 to require legislative approval before the commissioner of agriculture can adopt water resource protection requirements for nitrogen fertilizer.

Maintains existing provisions allowing state agencies and political subdivisions to promote best management practices to prevent groundwater pollution.

Requires water resource protection requirements to be designed to prevent and minimize pollution and prevent exceedance of health risk limits.

Mandates that any water resource protection requirements be submitted to House and Senate committees with jurisdiction over environment, natural resources, and agriculture.
