Establishes the Minnesota Food Council composed of 20 members including three state commissioners (agriculture, health, natural resources), three University of Minnesota representatives, ten stakeholder representatives appointed by the governor, and four legislative committee chairs and ranking minority members.

Stakeholder representatives must include at least one representative each from farmers, consumers, agricultural advocates, environmental advocates, and public health advocates.

Council serves as a vehicle for networking, communication, research, and policy recommendations to improve Minnesota's food system, with particular focus on developing secure, local, and sustainable food production systems.

Council must report at least annually to the governor and legislative committees with jurisdiction over agriculture policy and finance.

Council may employ an executive director, assistant director, and administrative assistant; membership terms, compensation, and removal procedures governed by Minnesota Statutes section 15.0575.
