Prohibits the Minnesota Department of Health commissioner from collecting data on lawful firearm ownership or individuals' right to carry weapons under section 624.714, except for public health research or epidemiologic investigation purposes

Classifies all firearm ownership data collected by the Department of Health as private data on individuals and requires de-identification before use in public health research or epidemiologic investigation

Defines "de-identified" as the process of preventing a person's identity from being connected with information and removing all personally identifiable information

Prohibits disclosure of firearm ownership health data to any person or agency unless the data is de-identified

Applies de-identification requirements under section 13.3805, subdivision 6, to any firearm ownership data collected for public health research or epidemiologic investigation
