Appropriates $2,800,000 from bond proceeds to the commissioner of administration for a grant to the city of Austin to acquire land, design, construct, furnish, and equip a regional public television station.

Funding is contingent upon the city of Austin committing an equal $2,800,000 from nonstate sources, with land market value counting toward the nonstate match requirement.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,800,000 to provide the appropriated funds, following Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Takes effect the day following final enactment.
