Transfers responsibility for developing and implementing the Pew-MacArthur Results First framework return on taxpayer investment methodology from the commissioner of management and budget to the Legislative Budget Office.

Expands the Legislative Budget Office duties to include evaluating the effectiveness of state and county programs authorized by the legislature using the Results First framework methodology.

Transfers the advisory committee established by the commissioner to assist with Results First implementation to the Legislative Budget Office.

Authorizes the commissioner of administration to issue reorganization orders with the governor's approval to complete the transfer of duties.

Both provisions become effective January 8, 2019.
