Amends Minnesota Statutes 2016, section 3.855, subdivision 1a to clarify conditions for legislative ratification of collective bargaining agreements

Defines "Commission" as the Legislative Coordinating Commission or a legislative commission established by it to handle matters of public employment or compensation

Defines "Ratification" as approval in identical form by majority vote of both the house of representatives and senate

Establishes that ratification can be contingent, meaning no ratification exists unless an express condition is fulfilled, including but not limited to enactment of a law
