Modifies eligibility requirements for job training programs by clarifying that participants must be 18 years of age or older "as of the date of enrollment" rather than simply "18 years of age or older."

Changes income eligibility standard from "federal adjusted gross household income of no more than $12,000 per year" to "100 percent or less of the federal poverty guideline for Minnesota, based on family size."

Removes the requirement that participants "not have been claimed as a dependent on the federal tax return of another person in the previous taxable year" from the list of mandatory eligibility criteria.

Replaces detailed annual reporting requirements (number of graduates placed, demographic information, job types, tenure, employer fees, fundraising amounts, and employer sizes) with a reference to reporting requirements under Minnesota Statutes section 116L.98.
