Maintains the base inspection fee of 39 cents per ton for fertilizers, soil amendments, and plant amendments sold or distributed in Minnesota, with a $10 minimum on all tonnage reports

Extends expiration dates for the Minnesota Agricultural Fertilizer Research and Education Council and agricultural fertilizer research and education program from June 30, 2020 to June 30, 2030

Requires all revenue from the additional 40 cents per ton fee to be deposited into the agricultural fertilizer research and education account

Requires registrants and licensees to retain invoices showing proof of fertilizer, soil amendment, and plant amendment distribution amounts and inspection fees paid for three years
