Removes the requirement that intensive residential treatment services provider entities have a contract with the host county to provide services.

Requires provider entities to submit documentation requesting a statement of need from each county board and tribal authority serving as a local mental health authority in the proposed service area.

Specifies that if a local mental health authority does not respond within 60 days of the request, the commissioner shall determine program need based on provider documentation.

Clarifies that adult crisis response provider entities that provide crisis stabilization services in a residential setting are not required to meet standard county board operation or county contract requirements, but must meet all other subdivision standards.

Applies the statement of need requirement to both intensive residential treatment services and adult crisis response services, effective the day following final enactment.
