Extends the premium subsidy program through 2018 to help eligible individuals purchase health coverage in the individual market, with health carriers receiving subsidy payments from the commissioner of management and budget.

Appropriates $311,788,000 in fiscal year 2017 for premium assistance under the program, available through August 31, 2019, with unexpended amounts transferred to the budget reserve account.

Terminates the Minnesota premium security plan within 90 days, ending all reinsurance payments to eligible health carriers after 60 days from the effective date.

Transfers all funds from the Minnesota premium security plan account to the health care access fund, except federal funds which go to the basic health plan trust account.

Repeals Minnesota Statutes sections 62E.21-62E.25 and related laws authorizing the premium security plan, effective 90 days after final enactment.
