Establishes school facilities improvement revenue that school districts may use for lease agreements, safety modifications, facility improvements, long-term maintenance, and new instructional construction not exceeding 20 percent of existing building square footage.

School district facilities improvement revenue equals $212 times adjusted pupil units, with intermediate school district members eligible for up to an additional $65 per adjusted pupil unit.

School districts must choose between the new facilities improvement revenue or existing building lease revenue under section 126C.40 and cannot use both in the same school year.

Districts with lower tax capacity receive state aid to supplement local levy revenue, with aid calculated as the difference between total facilities improvement revenue and local levy amounts.

Appropriates funds from the general fund to the Department of Education for fiscal year 2019, effective for revenue beginning in fiscal year 2020.
