• Requires the commissioner to collect information on trafficking including arrests, prosecutions, convictions, victim demographics, trafficking routes, transportation methods, and social factors such as pornography that contribute to trafficking.

• Expands crimes subject to penalty assessments to include sections 609.27, 609.33, 609.352, 617.247, and 617.293, in addition to previously covered offenses.

• Establishes penalty assessments of $500-$750 for misdemeanor violations and $750-$1,000 for other violations when sentencing adults convicted of trafficking-related crimes.

• Distributes collected assessments as follows: 40 percent to the arresting officer's political subdivision for enforcement and training, 20 percent to the prosecuting agency for training and education, and 40 percent to the commissioner of health for crime victims services organizations serving sexually exploited youth.

• Creates a safe harbor for youth account in the state treasury to receive and distribute the 40 percent portion designated for victim services.
