Amends Minnesota Statutes section 13.643, subdivision 7 to classify agricultural research data maintained by the University of Minnesota as private or nonpublic.

Designates the following data as private or nonpublic: names, addresses, telephone numbers, and email addresses of study participants; location of research sites and GPS data; and data on University of Minnesota agricultural data analysis platforms that identify individuals or businesses.

Establishes that location data and unique well numbers for wells and springs remain public, unless protected under other statutes or rules, and data from public water supply samples remain public.

Permits the Department of Agriculture or University of Minnesota to disclose private data if they determine a substantive threat to human health, safety, or the environment exists, or to aid law enforcement, or with written consent of the data subject.
