Professional Educator Licensing and Standards Board must adopt rules requiring all licensed teachers renewing Tier 3 or Tier 4 teaching licenses to include dyslexia-related reading preparation in renewal requirements.

Reading preparation training must enable teachers to understand dyslexia as defined in Minnesota law and recognize dyslexia characteristics in students.

Reading preparation training must enable teachers to identify and access Department of Education personnel and professional resources using evidence-based dyslexia best practices during each license renewal period.

Reading preparation must include at least two clock hours of training.

Rules adopted under this section do not take effect until approved by law; teachers who do not provide direct instruction, including counselors, school psychologists, school nurses, school social workers, audiovisual directors and coordinators, and recreation personnel are exempt.
