Amends Minnesota Statutes 2016, section 18B.02 to allow cities of the first class to adopt and enforce ordinances regulating pesticide use, application, and disposal without state preemption.

Maintains state preemption of local ordinances relating to pesticide registration, labeling, distribution, sale, handling, and other matters, except for cities of the first class.

Preserves local government authority over zoning, fire codes, and hazardous waste disposal regardless of pesticide regulation.

Creates an exception to state preemption authority specifically for first-class cities, allowing them independent regulatory power over pesticide use and disposal practices.
