Appropriates $2,195,000 from the bond proceeds fund to the adjutant general for design, construction, renovation, furnishing, and equipping of the National Guard Readiness Center in Fergus Falls.

Allows unspent appropriations from the project to be redirected for asset preservation improvements and betterments at military affairs facilities statewide upon written notice to the commissioner of management and budget.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,195,000 to provide funding for the appropriation, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
