Modifies the Seaway Port Authority of Duluth to require at least one of the two St. Louis County board-appointed commissioners to represent an area that includes an active mine or active mining area as of 2015.

Maintains the authority's seven-member commissioner structure: three appointed by Duluth city council, two by St. Louis County board, and two by the governor.

Establishes advisory member positions for one St. Louis County state house delegation member and one St. Louis County state senate delegation member.

Effective the day after the Duluth Seaway Port Authority board and St. Louis County board comply with Minnesota Statutes section 645.021, subdivisions 2 and 3.

Applies to the St. Louis County board appointment for the port authority commissioner whose term begins January 1, 2022, or to fill any vacancy in those positions occurring before that date.
