• Appropriates $2,450,000 in fiscal year 2018 and $2,450,000 in fiscal year 2019 from the general fund to the commissioner of human services for mental health innovation grants serving youth in intermediate school districts and service cooperatives at federal instructional level 4 or higher.

• Expands eligible applicants to include providers enrolled in medical assistance as mental health or substance use disorder provider agencies that employ at least two full-time equivalent mental health professionals or licensed alcohol and drug counselors qualified to serve children and families.

• Requires eligible applicants to employ or contract with at least two licensed mental health professionals with formal training in evidence-based practices and obtain letters of support from each qualifying school unit they propose to serve.

• Mandates that grantees obtain all available third-party reimbursement sources, excluding public schools, as a condition of receiving grant funds.

• Makes the appropriation available until June 30, 2020, with an effective date the day following final enactment.
