Appropriates $7,000,000 from the bond proceeds fund to the commissioner of transportation for a grant to the city of Moorhead for a rail grade crossing separation project at 11th Street.

Grant funds may be used for predesign, environmental assessment, environmental work, design, engineering, utility relocation, and property acquisition related to the rail grade crossing separation.

Appropriation is available only when the commissioner of management and budget determines sufficient resources have been committed to complete the project as required by Minnesota Statutes, section 16A.502.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $7,000,000 to provide the appropriated funds in accordance with Minnesota Statutes, sections 16A.631 to 16A.675, and the Minnesota Constitution, article XI, sections 4 to 7.

Takes effect the day following final enactment.
