Creates a new Technology and Cyber Security Fund in Minnesota Statutes, chapter 5, establishing a special revenue fund for the secretary of state.

Authorizes the secretary of state to retain two percent of all statutory fees collected for expenditures related to maintenance and enhancement of information and telecommunications technology systems and services.

Allows retained fees to be used for cyber security purposes for the secretary of state's office.
