Expands who can initiate expiration of metropolitan agricultural preserves to include state agencies and governmental units, in addition to landowners and authorities.

Creates immediate expiration of agricultural preserve status when a state agency or governmental unit purchases property or obtains an easement for creating or expanding public trails or parks, applying only to the acquired portion.

Requires the acquiring state agency or governmental unit to notify the authority with notice specifying which portion is removed from the preserve and the expiration date.

Modifies notice procedures to require the authority to record expiration notices and notify the county recorder, county auditor, county assessor, Metropolitan Council, and soil and water conservation district.

Applies retroactively to any agricultural preserve where the previously required eight-year termination period has not yet expired, effective the day following enactment.
