Extends the effective date for children's residential treatment payment provisions (sections 71 and 72) from expiring May 1, 2019, to June 30, 2021, with final expiration on July 1, 2021.

Delays the deadline for the commissioner of human services to submit a comprehensive report on children's mental health services from November 15, 2018, to June 30, 2019.

Requires the commissioner's analysis to include access, utilization, efficacy, and outcomes data for residential mental health treatment; potential expansion of psychiatric residential treatment facility (PRTF) capacity; and recommendations for community-based service alternatives.

Mandates extensive stakeholder engagement through interviews, outreach to service recipients and families, and regional listening sessions involving providers, counties, health plans, and advocates.

Requires the commissioner to provide specific recommendations and implementation timelines to legislative committees with jurisdiction over children's mental health policy and finance.
