• Permits operation of all-terrain vehicles in campground areas designated by the commissioner of natural resources.

• Requires designation by August 1, 2018 of three specific areas: a campground south of Highway 169 at Lake Vermilion-Soudan Underground Mine State Park, campgrounds at Hayes Lake State Park, and access routes connecting these campgrounds to nearby all-terrain vehicle trails.

• Exempts these designations from Minnesota's standard rulemaking procedures under chapter 14.

• Establishes a pilot project that expires January 1, 2024.

• Becomes effective the day following final enactment.
