Amends Minnesota Statutes regarding the Minnesota State High School League to implement Office of Legislative Auditor recommendations from April 2017 evaluation report.

Modifies annual reporting requirements so the league board makes information available to the commissioner of education instead of preparing and presenting annual written reports to legislature.

Reduces threshold for triggering administrative law judge-conducted public hearings on proposed eligibility bylaws, policies, and procedures from 100 to 25 parent or guardian requests.

Requires the league to maintain a public docket of eligibility changes, post proposed changes for 30 days before board meetings, include publication dates on official documents, and reconcile duplicate policies.

Establishes fair hearing process for student eligibility appeals with published criteria, specified conditions and timelines, and independent hearing officers appointed randomly by the education commissioner.
