Commissioner of Public Safety must issue a request for information by June 1, 2018, to obtain vendor advice on replacing the Minnesota Licensing and Registration System (MNLARS) with a private vendor-developed driver and vehicle information system.

Request for information must solicit advice on a replacement system that is cost-effective, reliable, consumer- and user-friendly, timely to implement, and contains functionality matching the legacy system in place before MNLARS implementation.

Request must obtain information on feasibility, costs, implementation timeline, breakdown of costs and timelines for driver and vehicle services, and vendor capacity and experience.

Commissioner of Administration may waive Minnesota Statutes chapter 16C requirements and direct alternate procedures for the solicitation to ensure timely vendor responses, with no obligation created for either party to enter a contract.

Commissioner must submit a report by August 1, 2018, to legislative committee chairs and ranking minority members with jurisdiction over public safety, transportation, and state government finance summarizing vendor responses.
