Establishes Minnesota agriculture special license plates available for registered owners of passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational vehicles.

Requires applicants to pay a $10 additional fee per plate set, standard registration tax and fees, and contribute a minimum of $20 annually to the Minnesota agriculture account.

Plate design must include depiction of lands and agricultural activity, developed in consultation with the commissioner of agriculture.

Allows plate transfers to another qualified vehicle registered to the same owner for a $5 transfer fee.

Annual contributions to the Minnesota agriculture account are appropriated to the commissioner of public safety for administrative costs, then distributed to the Minnesota FFA Foundation and University of Minnesota Extension Service for 4-H programming and FFA support.

Effective January 1, 2019.
