Creates immunity from liability for real property owners for injuries or damage caused by assistance animals if the owner believed in good faith the animal was an assistance animal or the individual represented it as such, and the injury was not caused by owner negligence.

Establishes a petty misdemeanor offense for intentionally misrepresenting an animal as a service animal in places of public accommodation to obtain rights or privileges, with enhanced penalty of misdemeanor for second and subsequent violations.

Defines "service animal" according to Code of Federal Regulations, title 28, section 36.104 as amended through March 1, 2018, and applies to conduct in places of public accommodation.

Authorizes posting of conspicuous notices in public accommodations stating that misrepresenting an animal as a service animal is illegal.

Directs the Council on Disability to prepare and make available a brochure to businesses detailing permissible questions about service animals, proper answers, and guidelines for unacceptable animal behavior, effective August 1, 2018.
